The Heroes Mausoleum in Focșani was built at the initiative of the Putna Branch of the „Heroes Tombs” Society, led by the commander of the 6th Division, General Toma Lișcu. The works were carried out according to the project of the architect State Baloșin, between 1925-1940.

A Byzantine-inspired construction, the Mausoleum has arched side domes on three halves of a sphere. The main facade has a pediment with stucco vegetal decorations, which frames the inscription „PRO PATRIA”.

At the underground level, the clover-shaped sanctuary houses three ossuaries covered with marble slabs. Here, 1,744 unknown heroes sleep their eternal sleep, in three common crypts and 240 known heroes, in niches, from the First World War.

 – cu ajutorul sticlelor: recuperate cu plasele de pescuit de soldații români din apa Putnei;

A urmat o amplă anchetă a Curții Marțiale a Diviziei a 89-a germane.

The leaders were Vasile Chilian, Radu Macovei, Toma Cotea, Dumitru Pantazică and Ștefanache Secăluș.

The group was organized by General Arthur Văitoianu who had come into contact with them following a mission in the Vrancea Mountains to organize a defensive plan and as he confessed:

„Since then, I had become more closely acquainted with several of them, including Chilian and the others… I made a sacred promise with them that if the war began, they would help me and help the army in general, while they remained on our territory, if it happened, God forbid, that we were forced to retreat; everything had to be foreseen in our operational plans.”

The main mission of the „Chilian” Group was to gain the trust of the German enemy and gather strategic information, which the Romanian Army could transform into real advantages. Information was transmitted regarding: the number of military personnel, troop movements, the location of combat devices, ammunition depots, attack plans, etc.

The „Chilian” Group invented the so-called blanket code – thick blankets that, by their arrangement on the porch, the top of the clothesline or the fence, but also by their color or pattern, transmitted a certain message to the Romanian Army.

There were other ways of transmitting information:
– bottles: recovered with fishing nets by Romanian soldiers from the Putna water;
– through soldiers: helped to cross to the Romanian front line.

Secondly, the „Chilian” Group was responsible for helping Romanian soldiers who had escaped from enemy camps. The Romanian soldiers had to travel an itinerary of about 80-100 km, from the Buzău mountains, from Lopătari, and to the foothills of the Vrancea mountains, at Vidra. Throughout this journey, the soldiers were guided by locals, hired by the leaders of the „Chilian” Group, and assisted with food and shelter. Often, the leaders’ wives themselves took care of feeding them. Once they arrived in the Vidra commune, the final point of the journey was the Balta Colacului Mill owned by Vasile Chilian, where the soldiers were hidden until they crossed the front line.

The crossing of Romanian soldiers from the occupied area to the Romanian front was carried out near the bridge over the Putna River. Over 2,000 soldiers crossed under the waters of the Putna River.

When a group led by Captain Barbu Pârâianu crossed, one of the soldiers felt that he was drowning and shouted for help, attracting the attention of the German sentries. A note signed by Vasile Chilian was found on a soldier from the captured group, which led to the discovery of the group’s activities.
On May 24/June 3, 1917, the „Chilian” Group leaders were arrested along with their wives. A comprehensive investigation by the Court Martial of the German 89th Division followed. After that, the Germans discovered the extent of the activity of the „Chilian” Group, which involved 200 members.
The information provided by the „Chilian” Group guided the Romanian Army in achieving the victories at Mărăști and Mărășești, as General Arthur Văitoianu stated:

„At some point after the retreat, we arrived near the Şușița River and there I commanded the Mărăști front. These people kept their word and, at the risk of their lives, I was informed, as the front commander, of everything that was happening beyond the enemy networks”.

The Germans accused them of the deaths of 100,000 soldiers.

On August 17/30, 1917, in the firing range of the 10th Dorobanti Regiment, the heroes Vasile Chilian, Toma Cotea, Dumitru Pantazică and Ștefanache Secăluș were executed, along with Sergeant Vasile Gălățeanu. Radu Macovei, father of 11 children, escaped execution due to the death of his wife, Porfira.

The heroes’ remains were swallowed by a mass grave and a tombstone was erected at their head in 1937 in a solemnity attended by General Arthur Văitoianu.

On November 21, 1940, during the completion of the Heroes’ Mausoleum in Focșani, the remains of the five heroes were exhumed and placed in the mausoleum’s crypt.

A document from 1964 indicates the location of the remains of the heroes:

„They are in the crypt of the Mausoleum in Focșani, the main reliquary facing East inside the mausoleum.”
